Empowering Local Leadership Through Risk Management, Governance and Safeguarding: IRMG’s Partnership with Uganda’s Local Coalition Accelerator

Across Uganda’s development sector, local organizations are increasingly taking the lead in addressing complex community challenges. However, sustainable impact requires more than passion and commitment, it requires strong systems, effective governance, safeguarding structures, and proactive risk management mechanisms.
This was the foundation of the partnership between the Internal Risk Management Group (IRMG) and the Local Coalition Accelerator (LCA) Uganda, a coalition of 12 Local and National Organizations committed to strengthening locally-led development in Uganda.
Strengthening Systems for Sustainable Growth
Since its legal registration in 2023 and receipt of its inaugural grant from the Conrad Hilton Foundation, the LCA Uganda coalition has continued to grow in visibility and operational scope. As the coalition expanded, the need for stronger organizational systems, governance frameworks, safeguarding structures, and internal risk management processes became increasingly important.
Recognizing this need, IRMG implemented a comprehensive Organizational Capacity Strengthening Initiative focused on:
- Organizational Development
- Governance Strengthening
- Safeguarding and PSEAH
- Compliance and Internal Risk Management
IRMG adopted a participatory and collaborative process designed to strengthen existing local capacities while supporting long-term institutional growth.
A Participatory Approach to Organizational Development
The engagement carrying out organizational maturity, capacity assessment & trainings in corporate governance, safeguarding, and establishment of an internal Risk Management Framework for Local Coalition Accelerator (LCA), Uganda
This process helped identify organizational strengths, operational gaps, governance priorities, safeguarding risks, and opportunities for institutional strengthening.
According to LCA Secretariat she commented during the training and said:
“The training has opened our eyes to the importance of integrating safeguarding and risk management into everyday programming and operations. We now understand that strong systems are essential for sustainable impact.”
A member of the Steering Committee said:
“IRMG did not come to impose solutions. They have, listened to our realities, are helping us build practical systems that fit the coalition’s context and future direction.”
Building Capacity in Safeguarding and Risk Management
A key highlight of the engagement was the intensive training sessions conducted in April 2026 at Eureka Palace Hotel. The sessions focused on strengthening participant knowledge and practical application in three critical areas:
Safeguarding and PSEAH
Participants strengthened their understanding of safeguarding principles, reporting mechanisms, accountability systems, and prevention of sexual exploitation, abuse, and harassment (PSEAH). The discussions emphasized creating safer organizational cultures and protecting vulnerable populations across all LCA partner programming.
Compliance and Internal Risk Management
IRMG supported participants to shift from reactive responses to proactive risk management approaches by strengthening skills in risk identification, mitigation planning, compliance monitoring, and accountability systems.
Governance and Leadership
Dedicated governance sessions for the Steering Committee focused on oversight responsibilities, organizational accountability, strategic leadership, and institutional sustainability.
The training methodology was highly participatory and practical, utilizing case studies, self-assessment exercises, policy reviews, and interactive learning activities including the “Crocodile River” case study and “Gossip Game,” enabling participants to connect theory with real organizational experiences.
From Training to Institutional Transformation
Beyond the trainings, IRMG worked closely with the LCA Secretariat to co-create a functional Organizational Risk Management Framework complete with:
- Risk Registers
- Monitoring Frameworks
- Governance Structures
- Accountability Mechanisms
- Safeguarding Integration Strategies
This process was not simply about compliance. It was about building resilient organizations capable of managing growth, protecting communities, strengthening accountability, and sustaining long-term impact.
Recognition of Partnership and Collaboration
IRMG is deeply honoured by the trust and confidence demonstrated by the LCA Uganda coalition throughout this process. One participant from the partner members mentioned:
“This engagement has strengthened not only our knowledge but also our confidence as local organizations to lead responsibly and effectively.”
IRMG also appreciates the support of the Conrad Hilton Foundation and the openness, commitment, and leadership demonstrated by the LCA Steering Committee and member organizations throughout the engagement.
A Stronger Future for Locally-Led Development
As organizations grow, the need for strong governance, safeguarding systems, organizational development, and proactive risk management becomes even more critical. Sustainable development cannot exist without accountability, safe programming, and resilient institutions.
At IRMG, we believe that true localization goes beyond funding local actors. It means strengthening local systems, investing in organisational growth, promoting safeguarding cultures, and building the governance structures necessary for long-term transformation.
The LCA Uganda journey demonstrates that when local organizations are equipped with the right systems, tools, and leadership support, they become powerful drivers of sustainable and accountable change within their communities.
Conclusion
Strong organizations build safer communities. Strong governance builds trust. Effective safeguarding protects dignity. And proactive risk management sustains impact.
